Chris Palmer was named the ninth full-time head coach in Cleveland Browns history Jan. 21. In the first regular season game in the Cleveland Browns' 1999 commemorative season and the first regular-season game at Cleveland Browns Stadium, the Cleveland Browns lost to the Pittsburgh Steelers, 43-0. The Cleveland Browns recorded their first victory of the '99 season on Oct. 31 with a last-second Hail Mary pass from Tim Couch to Kevin Johnson.
